This is why your VNT15 turbo is not responsive.. crud, in this case, both rust and dried Oven Cleaner... the snake oil approach. OC and soot, while wet, makes a good lube.. then, the heat will bake it into a crust. At some point, the snake oil quits working.... remove and clean the damn thing!
